A self-drive in mainland China often starts with the thought, “A rental car should not cost that much, right?” What actually stops a traveler from Taiwan is rarely the daily rate. It is whether you are legally allowed to drive, whether the rental company will accept your documents, and whether insurance, ETC, and a one-way return fee will blow the budget once they are all added up.
The same homework applies if the route continues onto the Duku Highway or the Sichuan-Tibet road. Seasonal closures and regional travel limits have to be clear before the dates are locked. From the Taiwan Compatriot Permit, China Auto Rental (Shenzhou / CAR Inc.) and eHi, booking and the pickup inspection, and ETC, through to whether it is cheaper to take high-speed rail first and rent only after you arrive, the sections below follow the order you will actually meet them.
Sort the license out first: a Taiwan Compatriot Permit is not a driver’s license. On a short trip, apply for a temporary Chinese driving permit under the published rules. If you drive on the mainland often, look separately at exchanging into a full local license. Shenzhou and eHi both rent cars, but do not book until a written reply confirms that the app will pass you and that the branch will accept a temporary permit. The Duku Highway has been under winter closure since 2026/10/8 20:00. Leave it off this itinerary. Beijing traffic bureau|Xinjiang Department of Transport

1. Can a traveler from Taiwan rent a car in mainland China? Separate the entry document from the right to drive
If this step is not finished, a cheap car later in the search does not help. A Taiwan Compatriot Permit only proves identity and the right to enter. It is not a driver’s license. A Taiwan car license that is still valid does not let you take the keys at the counter. An international driving permit of the kind commonly carried from Taiwan also cannot replace a mainland Chinese license or a temporary Chinese driving permit, so get the legal qualification first and only then place the order. Beijing traffic bureau (2026)|Chongqing municipal eHi rental guide (2026)
| Your situation | Legal route to read first | Confirm before you leave |
|---|---|---|
| A short trip, and you plan to rent an ordinary small car | Apply for a temporary Chinese driving permit | Where you apply, the documents, how long issuance takes, whether the branch accepts it, and which vehicle classes are restricted |
| You go to mainland China often and need to drive long term | Exchange an overseas (Taiwan) license for a full local driving license | The Subject 1 written test, a medical exam, temporary-residence registration, and the rules of the office that accepts the file |
| You only have a Taiwan Compatriot Permit and no valid Taiwan car license | You cannot treat the permit as a license | Switch to public transport or a car with a driver, or obtain a legal license first |
| You plan to enter Tibet, a border area, or another specially controlled region | Beyond the driving permit, Tibet entry, hosted travel, border passage, and the rental company’s cross-region rules may all apply | Confirm each item with the destination authority and a qualified travel agency. A car that a platform will let you book is not enough |
1. Short trips: how do you apply for a temporary Chinese driving permit?
If the trip is short, start with the application rules published by the Beijing Municipal Public Security Bureau Traffic Management Bureau on 2026/1/4. A short-stay visitor who holds an overseas license can apply for a temporary permit of 3 months. If the stay runs past 3 months and you qualify, the validity can be extended to 1 year. To drive a rental car in mainland China, the approved classes are C1/C2 (small car / small automatic). In Beijing the processing time is within 3 working days after the application is accepted, and the card fee is 10 yuan per permit. Build the trip around that wait. Beijing traffic bureau, 2026/01/04
Have these ready before you go to the window:
- A valid Taiwan Compatriot Permit (or another identity document the local rules accept, such as a residence permit for Taiwan residents) and the original of a valid Taiwan car license.
- Check the name, the English spelling, and the vehicle class printed on the license. Ask the local vehicle office about a translation if you need one. Beijing requires a compliant Chinese translation when the license is not written in Chinese.
- A recent one-inch, front-facing photo on a white background. Beijing’s official list asks for 2 photos. Whether another city shoots the photo on site depends on what that window’s notice says.
- Ask first which vehicle-administration office or airport counter handles it, and what that office requires when the purpose is a rental car. Beijing’s rules say that someone renting a car in China should apply to the traffic authority of the municipality, or of the prefecture-level city, where the rental company is based.
- Leave time for the traffic-rules session, the review, and any missing papers. Do not pack the first day with a self-drive before the permit is actually issued.
If you land in Shanghai and want to drive from there, follow the Shanghai government’s application guide: apply at the vehicle window, attend the mainland China traffic-rules session, then wait for review and issuance. If the pickup is in Xinjiang, Sichuan, or another province or city, look up that local process. Do not copy the Shanghai steps. Shanghai Municipal Government
2. If you go to mainland China often, what do you need to exchange for a full license?
If this is not a few days of sightseeing, and you regularly need a car, you can look at exchanging a valid Taiwan license for a full mainland Chinese driving license. The Beijing Municipal Taiwan Affairs Service Center lists a Taiwan Compatriot Permit or a residence permit for Taiwan residents, proof of accommodation registration (depending on your status), a medical exam, the original Taiwan license, ID photos, and the traffic-rules test. If you see “no road test” online, do not read that as “no written test either.” Prepare whatever the accepting office lists. Beijing Municipal Taiwan Affairs Service Center
2. CAR Inc. (Shenzhou) vs eHi: the lowest daily rate is a poor way to choose
Search results mix the names up quickly. CAR Inc. (Shenzhou), also called China Auto Rental, and eHi each have their own site and rental terms. FAW is a different brand, not eHi. If the branch in front of you belongs to some FAW company, confirm the full company name and the booking terms before you compare the wrong firm.
| What you are comparing | CAR Inc. (Shenzhou) | eHi | What a traveler from Taiwan should do |
|---|---|---|---|
| Official source | CAR Inc. official site | eHi official site | Check the official app and website, then ask the branch |
| Taiwan Compatriot Permit | The official FAQ lists the Mainland Travel Permit for Taiwan Residents | The help center has a general note on the two documents; the process for a Taiwan compatriot needs a separate check | A Taiwan Compatriot Permit field in the app does not mean every license can rent |
| License requirement | You need a valid local driving credential. Ask first whether a temporary permit is accepted | In 2026 the Chongqing government used an out-of-town visitor renting from eHi with a temporary permit as an example | Send the document types to the named branch and get a confirmation |
| Fee structure | Vehicle rental and service, basic service, vehicle preparation, and similar items | Car rental, cover, service, deposit, or other add-ons, depending on the order | Compare the checkout total, not the “from” price on the homepage |
| One-way return | Charged by city, branch, and the rules on that order | The official terms state that a different city, or a different branch in the same city, may cost extra | Fix the pickup and return points, then compare prices |
| ETC | Confirm car by car whether ETC is fitted and how it is settled | The official page explains how the ETC usage fee and service fee are calculated | Do not assume the ETC discount belongs to the renter |
| Insurance | The official site offers several layers of add-on cover | Official notices list basic cover and what you can add | Read the deductible scope and the exclusions item by item |

Where does Taiwan Compatriot Permit registration in the app usually stall?
The usual stall is a document menu that does not match what you are holding. Do not force a registration through the “mainland resident ID card” field. If the app has a Hong Kong, Macao, Taiwan, or other-document option, enter the name and number exactly as printed. If that option is missing, or face verification fails, contact official customer service and the pickup branch you named, and ask whether a manual check is possible. At minimum, confirm these four points and keep a screenshot of the reply: the Taiwan Compatriot Permit, the temporary Chinese driving permit, a pre-authorization on a Taiwan or international credit card, and that you yourself will sign at pickup. Otherwise you can reach the high-speed rail station and find there is no car.
The 2026 Chongqing government walkthrough for out-of-town eHi renters also mentions a deposit on a Visa or Mastercard credit card in the renter’s own name. Tell customer service the card brand and ask the named branch whether it can place a pre-authorization. Deposit-free plans often depend on a local credit score, which a short-stay traveler from Taiwan may not be able to use. Chongqing government note
3. How do you choose rental insurance? “Worry-free” or “comprehensive” does not always mean everything
The product names sound reassuring. The difference shows up after a crash. “Basic cover,” “premium,” “deductible waiver,” and “worry-free for the whole trip” are each company’s product names. They do not mean every accident has zero out-of-pocket cost. The damage threshold is often counted separately from tires, glass, the underbody, interior equipment, a single-vehicle accident, loss of use, recovery, and driving through water.
Before you book, get a written answer to at least these five questions:
- What are the limits for vehicle damage and for third-party liability? Is there a deductible / excess on each accident?
- Are tires, glass, the underbody, water immersion, the engine, interior parts, and towing actually covered?
- After an accident, must you call the police and notify the rental company’s customer service at once, and does settling it yourself void the cover?
- Are there charges for loss of use, depreciation, repairs, and roadside assistance, and do vehicle condition or a breach of the driving rules limit them?
- If you drive into Xinjiang, Tibet, a high-plateau dirt road, or an unpaved surface, are there banned areas or exclusions?
eHi’s official page lists basic cover separately from extra loss charges, which is why the two words “full cover” are not enough. See eHi’s official fees and cover. City streets and expressways on flat ground are a different risk from gravel and mountain roads. Match the contract and insurance terms on your own order line by line, then decide which extra layer to add.
4. From booking to pickup: five steps that avoid surprise charges and damage disputes
Step 1 | Set the people, the luggage, and the real roads before you pick a model
Two people on a short suburban run may be fine in an ordinary small car. Four people, full-size luggage, and a long mountain stretch mean you also look at the trunk, the power, the tires, a spare, and how far apart the gas stations are. An SUV is not a pass for every off-road track. An unpaved section can breach the rental agreement. Seeing “four-wheel drive” does not make it a permit for ice and snow.
Step 2 | Compare the full-trip cost, not a homepage price from 99 yuan
The formula that actually matters is:
Full-trip cost = daily rate × days + basic service / preparation fee + extra cover + one-way return or delivery fee + fuel or electricity and parking + expressway tolls + a possible hold on the deposit.
The deposit is usually a pre-authorization / a temporary freeze on funds. If nothing is captured, it is not a real charge, but it does tie up your credit limit and your travel cash. Keep a separate buffer for extra fines and accident compensation. The practical way to compare is to lock the same pickup and return dates, branches, vehicle class, cover, and total-mileage requirement, compare the amount on each company’s final payment page, and save the screenshots.
Step 3 | At a high-speed rail station, check whether pickup is inside the station or a shuttle outside
“Pickup at the high-speed rail station” can sound like the keys are waiting just past the ticket gates. It can also mean the station-front parking lot, a nearby branch, or another shuttle ride. Before you book, ask directly: which exit, whether you need a shuttle, what time they close, how a delay is handled, and where a nighttime return happens? The person who picks up, the person who returns, and the person who actually drives all have to match the contract. You cannot swap drivers on the spot.
Step 4 | Film a full lap of the car before you drive away
Walk the car and record the front and rear bumpers, all four wheels, the doors and mirrors, the windshield, the roof, the interior, the odometer, the fuel or battery level, and any warning lights on the dashboard. In dim light, use a flashlight on scratches, and ask the staff to note existing marks on the handover sheet. Check the navigation mount, the charging cable, the seat belts, the tire pressure, the spare or tire-repair kit, the vehicle registration, and the warning triangle. Press the brakes, confirm the wipers and lights work, and only then leave the lot.
Step 5 | Settle the fuel, ETC, and the bill before you hand the car back
Put the fuel or the battery back to the level the contract requires, and keep the receipts. In a bright spot, film a lap at return that shows the mileage, the fuel level, the handover place, and the time. Ask the branch to confirm the daily rate, overtime, the preparation fee, any fuel-difference fee, ETC amounts not yet posted, and when the fine deposit is released. For anything that cannot be settled on the spot, ask how you will get the itemized bill and which channel handles a dispute.
5. How are ETC expressway tolls calculated? The charge people miss is the rental platform’s service fee
Expressway tolls are easy to underestimate because mainland China mostly charges by vehicle class and by the sections you actually drive. There is no single fixed amount per kilometer for the whole country. When you sketch a route, estimate from each province’s approved rates and the real sections. See the Ministry of Transport reply from 2025
ETC is the vehicle’s electronic toll system. The rental car may already have ETC fitted, but the charge hits the owner’s or the rental company’s account, then comes back to you under the rental contract. The debit can land after you return the car. Ask whether settlement follows a section-by-section statement, whether a service fee is added, and whether it is also taken from the deposit. If you cannot confirm an ETC device or account, do not enter an ETC-only lane.
eHi’s ETC has a fee difference that is easy to skip. The help center lists a mechanism that calculates the toll and the service fee as the actual ETC spend ÷ 0.95, so the bill may not match the discounted ETC amount you saw, and you cannot treat it as a straight 5% saving. If you do not use their ETC, the official suggestion is to pay on the spot in a staffed toll lane. Find that clause before you book. eHi’s official ETC note
In 2026 the Ministry of Transport also announced a gradual rollout of card-free “Phone+” passage, but not every toll plaza and not every rental car supports it yet. At the plaza, read the pilot notice and the lane signs, then pick the lane. Ministry of Transport, 2026/08/24
6. Cameras, speed limits, and fines: not every mainland expressway can be driven at 120
Under the implementing regulations of the Road Traffic Safety Law, expressways have lane speed rules. A small passenger car, in principle, must not exceed 120 km/h, and a lower limit posted on that road is the one you follow. Expressways may also have section speed checks, fixed cameras, and temporary limits in work zones. Curves, villages, and construction on national and provincial highways should not inherit the expressway number. Fuzhou traffic police note, 2026/01/23
Speeding is not the only miss. The list also includes changing lanes across a solid line, illegal parking, using the emergency lane, running a red light, using a phone while driving, and driving without a legal permit or letting someone who is not on the contract drive. Fines and points follow the specific violation and local enforcement. This article should not invent a flat fine of XXX yuan. The rental company may tell you only after the return. Once you have the time, the plate, the place, and the official record, ask whether you can pay the fine yourself through the traffic authority, and whether the platform charges a handling fee. Do not let a stranger take the points, and do not wire money privately to “clear the ticket.”
Driving safety comes first. In the mountains, thick fog, rockfall, snow, or a traffic control means you follow the officers and the road crew on site. A navigation arrival time is not a substitute for a closure notice.
7. The saving that actually works: high-speed rail plus a local rental, instead of driving the whole way from a big city
Mainland China is large. Drive from a major city all the way to a distant scenic area and the first few days can be nothing but highway. Rental days, tolls, fuel, and parking all climb, and the driver gets worn out. Often it is simpler to take high-speed rail or a regular train to a city near the sights, rent only the 1–3 days you truly need to move freely, and return the car in that same city.
| How you travel | The upside | Likely cost or limit | Who it suits |
|---|---|---|---|
| Rent in the departure city for the whole trip | Luggage stays put, and the schedule is free | Long-distance fuel and tolls, highway fatigue, a longer rental | Several stops, with sights packed along the way |
| High-speed rail to a nearby city, then a rental | Fewer pure transit days, and the driving stays around the sights | Rail tickets, a station transfer, and pickup and return times you have to meet | You only want nearby sights and the suburbs |
| One rail hop plus a car with a driver | You do not drive or deal with the vehicle | The charter fee, the driver’s hours, and travel limits you still have to check | The temporary permit is not issued yet, or the mountain roads are unfamiliar |
| Pick up in one place and return in another | Useful when you do not want to double back | One-way return fee, plus limits on vehicle class and region | A linear highway trip. Look at the total before you choose |
How do you tell quickly whether rail plus a rental is worth it?
What follows is a teaching example, not a 2026 market quote. If you rent for 5 days from the starting point at 230 yuan a day including basic service, the car alone is 1,150 yuan, before tolls, fuel, and parking. If the train gets you there first and you rent locally for only 2 days, the rental is 460 yuan. On paper you pay 690 yuan less, but you still add rail tickets, local transport, and the cost of pickup and return before you know whether it is actually cheaper. Two expensive cross-province rail tickets, or a station far from the sights, can flip the result.
A practical note on high-speed rail: China Railway’s official 12306 materials list the Mainland Travel Permit for Taiwan Residents as a valid ID for a real-name ticket. The name and document number on the booking must match the document you use at the station gate. If the app does not pass identity verification, leave time to ask at the station window. Do not plan to collect the car the moment you step off the train. 12306 official document note
8. Want the Duku Highway or the Sichuan-Tibet road? Check closures, Tibet entry rules, and rental limits first
Duku Highway: the 2026 driving season is already over
The Duku Highway (G217, Dushanzi to Kuqa) runs about 561 km across the Tianshan, and the weather at the passes changes fast. A notice from the Xinjiang Department of Transport on 2026/10/10 says: from 20:00 on 2026/10/8, the Duku Highway is under winter closure and ordinary vehicles are barred. That year it reopened on 6/1. It is not open all year, and October is not a guaranteed last chance for autumn color. The notice does not give an opening date for the next season, so do not fill in a 2027 date yourself. Xinjiang Department of Transport notice
If you schedule the Duku Highway in a future open season, drive in daylight and skip long night pushes. Download offline maps beforehand, fill the tank or check the battery, and carry enough drinking water and warm clothes. Rain, snow, landslides, and temporary controls can all move the plan. Do not treat a high mountain road like a city street. Before you rent, confirm whether the vehicle class, the road section, and a one-way return are allowed, and keep a backup in case the road closes and you need to cancel or change.
The Sichuan-Tibet road and G318: a car you can book is not a road you can drive end to end
G318 is a very long national highway, and work and restrictions differ by section. An official notice reposted by the Tibet Autonomous Region Department of Culture and Tourism on 2026/10/6 shows that the G318 section from Jiacuola Mountain to Gangga Town, K5037–K5057, is scheduled from 2026/10/8 through 11/30 for a nightly closure from 19:00 to 07:00 the next morning, with traffic in specified daytime windows and a separate low speed limit in the work zone. This is an example of one specific section. It does not mean the whole Sichuan-Tibet road closes on the same hours. Tibet culture and tourism notice
Do not decide a Tibet trip only by whether the rental app lets you check out. What stops people is the Tibet entry paperwork, the hosting rules, and passage limits on some sections. No single official document currently covers every Taiwan compatriot and every route for driving in on your own. Ask the Tibet tourism authority and a qualified travel agency first, then ask the rental company to confirm the section and the vehicle class. If the reply is not clear, stay on roads inside the province or choose a legal trip that comes with a driver.
9. Navigation and an eSIM for a mainland China self-drive: you need a usable backup for road conditions, not a speed slogan
The moments that actually need a stable connection are a live construction check, a navigation reroute, a search for a charger or a gas station, a call to the pickup or return staff, a parking payment, and lodging or roadside help. Amap / Baidu Maps can be the routing tool, but use the phone only after you have parked somewhere safe. Navigation voice can stay on. Do not type while you drive. On a long highway, download an offline map that works, plus screenshots of the route before you leave, and write down the lodging, the driver or the branch, and an emergency number separately.
The mainland China data products JEKO currently lists are a mainland China total-data eSIM (China Mobile / China Unicom options) and a mainland China unlimited roaming eSIM. The product pages mark them as a roaming eSIM. Different plans connect to China Mobile or China Unicom, and the data may exit through a Hong Kong or Singapore IP. That is why a native mainland China IP and using international apps without a VPN are not the same thing. When you choose, read that plan’s routing, supported platforms, and device requirements.
A simple way to choose is three cases:
- Mostly cities and expressways, for navigation and messages: pick a total-data plan sized to the days you expect. The point is whether the total covers maps, payments, road checks, and messages.
- Several long days, frequent photo uploads, and a hotspot for travel companions: weigh a higher total or an unlimited plan against what you will actually use. Check the high-speed allowance, any speed cap, and whether hotspot is supported. Not everyone needs unlimited data.
- The Duku Highway, the Sichuan-Tibet road, mountains, and tunnels: the network has to sit next to an offline backup. A carrier’s official coverage map is a reference, but no eSIM can promise there will be no terrain dead zones, no outage in a blizzard, or a signal the whole way through a tunnel. An eSIM is also not a satellite rescue device.
Do not forget OTP text messages. The JEKO pages above are a data-only eSIM, with no ordinary local phone number and no SMS. If the rental app, a bank, or a payment platform needs a text code, set up your original number, or another method the provider allows, so it can receive OTPs before you leave. Do not expect a travel eSIM to catch every code. JEKO total-data plan details|JEKO unlimited plan details
10. Before you leave: 10 things that matter more than hunting for a discount code
- The Taiwan Compatriot Permit and the original Taiwan car license are both inside their validity dates.
- You have confirmed the city, the window, the documents, and the time needed to apply for the temporary Chinese driving permit.
- The rental company’s named pickup branch has clearly confirmed that it accepts your document types.
- You have asked about the credit-card deposit or pre-authorization limit in your own name, the payment method, and the refund timing.
- You have seen the mandatory fees, the insurance, the one-way return, and the ETC terms on the full order.
- The pickup spot at the high-speed rail station, the exit, any shuttle, the hours, and the delay handling are confirmed.
- The route has no road that is currently closed, and it stays inside the area the rental contract allows.
- The phone has offline maps, the order PDF or screenshots, and the addresses of the lodging and the branch.
- Tolls, fuel, parking, the fine deposit, and unexpected costs are in the budget.
- A no-driving backup is arranged. If the signal dies in the mountains, or the road closes, you do not force the drive.
FAQ: 12 common questions on renting a car in mainland China as a traveler from Taiwan
With only a Taiwan Compatriot Permit and a Taiwan license, can I rent a car in mainland China and drive off?
You cannot just drive off. First get a full or temporary driving permit that mainland China recognizes, then ask the pickup branch to confirm it will accept that document.
Can a Taiwan international driving permit be used directly in mainland China?
You cannot use it directly. An international driving permit does not replace the driving permit required under mainland Chinese law. Ask the traffic office that accepts applications how the process works.
Will I definitely get the temporary license the same day?
Not necessarily the same day. Beijing’s official 2026 notice says the file is completed within 3 working days after acceptance. Elsewhere, ask the local window.
How long is a temporary Chinese driving permit valid?
For a short stay in Beijing, it is 3 months in principle. If you remain more than 3 months and you qualify, it can be extended to 1 year. After you receive the permit, check the expiry printed on it.
Are CAR Inc. (Shenzhou) and FAW the same company?
They are not the same company. This comparison is between CAR Inc. (Shenzhou), China Auto Rental, and eHi. If you mean a particular company under FAW, look up the full company name and the official terms.
Can a Taiwan Compatriot Permit pass real-name checks directly in the CAR Inc. app?
There may be a Taiwan Compatriot Permit field, and verification can still fail. If the matching option is missing or the check fails, contact customer service and the pickup branch about a manual process.
If I buy “worry-free for the whole trip,” do I pay nothing for vehicle damage?
It does not mean you pay nothing. You still read that order’s deductible, cover limit, tires and underbody, loss of use, the duty to report an accident, and the exclusions.
Will rental ETC tolls be charged straight to my Taiwan credit card?
Not necessarily straight to a Taiwan credit card. Often the owner’s or the rental company’s ETC account pays first, then the contract adds it to the order or the deposit, so ask for the statement and the service fee.
If I do not use ETC, am I barred from mainland China expressways?
No. You can usually pay in the staffed or MTC lane at the local toll plaza. On site, follow the section signs and the new 2026 pilot guidance.
Is a one-way return always the better deal?
Not always cheaper. You save the drive back, but you may pay a one-way return fee. Compare the total cost together with cross-region and vehicle-class limits.
Can I still drive the Duku Highway in October 2026?
You cannot. As of 2026/10/16, the Duku Highway entered its winter closure on the evening of 10/8, and ordinary vehicles are barred. For the next season’s opening date, follow notices from the Xinjiang Department of Transport.
Can a mainland China eSIM guarantee uninterrupted Amap navigation and every app without a VPN?
You cannot rely on the eSIM alone. Some JEKO roaming plans can reach international social apps depending on the route, but the road section, the platform, and the time of day all affect the connection. Download offline maps first, and keep a separate number that can receive OTPs.
